No, the thing in wano is solidified conquerors haki I believe.

Ryuou is armament haki not conqueror’s and seems to be the next step.
tier 1 : invisible thin layer surrounds the body for defense and attack
tier 2 : condensed into a hard layer for defense
tier 3 : send the free flowing haki into a single point for maximum damage
Dho I still wonder if the people using elements in their attacks, like fire, electro, fishman karate and brook’s ice is also due to armament haki?
Oh my b i thothought it was conquerors because of Rayleigh’s explanation, but I guess it makes sense that a random leader of the wano mafia doesn’t have conquerors. (I do think that conqueror’s haki is involved in that process tho idk)
It can get confusing at times I get that, but no, consider that Ryuo is what was used whenever we saw a high level clash with no hardening involved, think marineford, amazon lily etc and I don’t think everyone and their grandmas has conqueror’s haki.
We still need to see what conqueror’s haki does for now and i’m looking forward to what Oda’s cooking up.

Just thought about It but I can’t wait to see the marineford war arc, should still happen and If Ross isn’t taking part, I’ll be really sad.
