Back when the World Government incorporated MADS, he and Judge chose to escape, partly because they were unimportant compared to Vegapunk, and partly because it was their own decision.
Considering Queen’s current situation, even if he stayed indoors, his bounty could still skyrocket. So, he needed the Beasts Pirates’ flag to be even more safe.
