I am pretty sure this effect happens only when two kings haki users clash… Not devil fruit user who didnt even grasp the basics of observation haki and yes technically haki user but not king haki user….
Happens not only during conquerer’s clash, also happens when two people’s ‘auras’ or ‘powers’ clash
