Many civilians who had suffered under the oppression of Marine miscreants were even more excited. They talked about it while eating and working. On it was logged the news of the establishment of the Independent Commission Against Corruption, with four Vice Admirals from Headquarters personally taking charge, aiming to restore peace to the seas.

“If… only it had happened earlier.”

Suddenly, the man clenched his fists in resentment, tears streaming down his face.

He thought of his hometown in North Blue, the city that vanished in cannon fire.

He recalled his fellow villagers and elderly who were shot in line for not having enough money to buy their lives, as well as his beloved daughter.

A year ago today, he was at home preparing dinner for his daughter’s birthday. A year later, he was barely surviving at sea, fleeing in fear.

If only it had happened earlier!

Dá Dá Dá!

At this moment, footsteps echoed, and a figure in a cloak, skulking about, entered the alley and stopped beside the man.

“Captain…”

“The food and fresh water are ready. We can set off anytime.”

“Good!”

The disheveled man stood up, his eyes bloodshot.

“Are you sure you won’t come back to the Grand Line with me, Koby?”

Koby’s words, filled with reverence and admiration, were understandable. However, Smoker regarded him as a rival, and Rowen didn’t have the time to sympathize with someone who saw him as a rival and as a man.

Smoker’s mouth twitched, and he briskly turned away.

Not only in terms of strength but also in status!

Through the Independent Commission Against Corruption incident, he realized that the extent to which he could implement his beliefs within Marine Headquarters was limited. On the other hand, when Rowen intervened, all problems were easily resolved. This was what was known as “authority.”

Thus, the detailed outline for the East Blue arc, originally intended to span ten chapters, was compressed to five, and ultimately, it was decided to skip it entirely.’
