When the warship arrived, Tsuru, with head full of silver hair, disembarked and glanced at Sanjuan Wolf, who lay in the seawater with only his nose exposed. Her expression carried a hint of disgust.
Tsuru greatly disapproved of the World Government’s decision to pull such a dangerous individual out for experiments, especially allowing him to escape. This behavior was entirely at odds with her belief in “pure justice.”
However, there was little she could do about it. As a Marine of the same generation as Sengoku and Garp, Tsuru now looked quite aged. Compared to Sengoku and Garp, her face was far more weathered.
But in her youth, she had been considered one of the beauties of the Marines.
Her current state was due to the overwhelming number of issues she had to worry about. As the Great Staff Officer of Marine Headquarters, she carried a heavy burden.
“Vice Admiral Tsuru, we’ll leave this to you.”
Although these Cipher Pol agents held an arrogant attitude toward the Shichibukai, they were very respectful toward Tsuru. Even though she now mostly dealt with documents and organizing strategies, no one dared to underestimate her.
The strength of Marine Headquarters’ Vice Admirals varied greatly, and Tsuru was undoubtedly at the top tier. Back in the day, there weren’t many Vice Admirals who could make Doflamingo avoid them like the plague, and Tsuru was one of them. In terms of strength, experience, connections, and reputation, she far outclassed these ordinary agents.
“Can’t you figure out a way to make this guy cooperate? It’s always such a hassle.”
“If he were cooperative, we wouldn’t be having this much trouble. But you don’t need to worry, Vice Admiral. According to the higher-ups, this guy won’t be used for anything anymore, and you won’t need to deal with him again.”
“Sigh! Why do I have to handle these annoying things at my age?”
Tsuru stepped down the gangplank and approached Sanjuan Wolf. Then, she activated her ability, successfully turning him into laundry.
She was a Paramecia-type Wash-Wash Fruit user.
Her ability could turn people and objects into laundry, wash them, and hang them out to dry. Tsuru could wash anything, whether it was a living being or an inanimate object.
Washed objects and people would lose their original form, becoming like freshly laundered clothing. Even their minds would be temporarily cleansed, and living beings that were washed would lose their strength and become unable to move freely.
Sanjuan Wolf’s massive size made it impossible for him to cooperate with Marine operations. Therefore, some external force was needed. Tsuru’s ability minimized the hassle during transport and allowed the uncooperative Sanjuan Wolf to be packed into a much smaller space.
After being washed by Tsuru’s ability, Sanjuan Wolf transformed into a creature resembling flattened clothing.
He was then skillfully rolled up using the ship’s anchor wheel by the soldiers onboard, folded into a tofu-like block, and stuffed into the transport ship.
This was how they managed to handle Sanjuan Wolf. After all, with him being uncooperative, ordinary methods wouldn’t work to restrain him. Even his handcuffs were specially made, and crafting those Seastone cuffs took a great deal of effort.
The location of New Fishman Island wasn’t very far from Marineford; it was just separated by the Red Line. If not for the desire to cover up the scandal, they could have mobilized forces to handle Wolf much earlier.
However, the quickest way to deal with Wolf would have been to dispatch an Admiral. Unfortunately, they were all tied up with their own assignments, and mobilizing them hastily could expose the scandal. To the World Government, the value of this newly constructed Fish-Men island wasn’t significant, so they didn’t provide support.
It wasn’t until Jinbe and Fisher Tiger dealt with Wolf that they sent in cleanup personnel.
Even after Tsuru and her group left, the World Government agents remained behind. Cleaning up wasn’t just about transporting Wolf; they also needed to address other issues, such as partial compensation related to the attack.
In most cases, the World Government ignored such matters. Non-affiliated nations in lawless areas weren’t even worth mentioning, and even affiliated nations often had to accept pirate attacks as their own misfortune. Want compensation? Fine, go find the pirate yourself—don’t come to us.
But Wolf was a criminal the World Government wanted to erase from public records. Ordinary people gossiping about it wouldn’t matter much, as their words wouldn’t carry credibility.
However, if Jinbe or the Ryugu Kingdom spoke out as a Shichibukai or affiliated nation, and Morgans, who loved stirring up trouble, published it, the World Government would lose face.
Rather than calling it compensation, it was more like hush money.
This matter wasn’t particularly difficult. The decision-makers of the Ryugu Kingdom, Otohime and Neptune, currently needed to maintain a friendly relationship with the World Government, even if only on the surface.
This is something that Tiger and Jinbe also agree on. Right now, these agents were more concerned with the Fish-Men’s strength.
Level 6 prisoners were no ordinary criminals, and Sanjuan Wolf was one of the stronger ones among them. Yet, the Fish-Men managed to deal with him seemingly without much effort.
Aside from Wadatsumi’s assistance, they couldn’t even clearly see who else participated in the attack.
To avoid being caught in the aftermath of Wolf’s battle, the agents had stayed far away and only managed to spot Jinbe.
The Shichibukai system was established to counterbalance the increasing number of pirates. Although the Shichibukai members have different personalities, and some even pursue the position with ulterior motives, they all possess terrifying strength.
Even if their personal strength is insufficient, their subordinates often form a significant and powerful force.
For these Shichibukai, the World Government doesn’t usually interfere in their daily activities but still needs to understand their exact capabilities.
Even as members of the Shichibukai, they are still pirates, and there’s no telling when they might betray them.
If Fishman Island has a Fish-Man stronger than Jinbe, then they must reassess this force.
“By the way, wasn’t that Fish-Man blue as well?”
“Yeah, so what?”
“It was probably Jinbe. I haven’t heard of any other Fish-Men in the Sun Pirates with that kind of strength.”
“Are you kidding? How can you make such a quick judgment? At least investigate further before saying anything.”
For Cipher Pol agents, investigating minority races isn’t an easy task. They can disguise themselves as others, but they can’t impersonate Minks or Fish-Men unless they had someone like Arceus behind them.
Moreover, Fishman Island has always been a troublesome place in the eyes of the World Government, and some agents didn’t want to waste time there.
Although some agents were careless in their work, under the insistence of their teammates, they still conducted some reconnaissance, such as entering Fishman Island to gather intelligence. However, apart from Jinbe, they found no information about another strong, blue Fish-Man.
Thus, they reported their findings based on the original assumption.
Meanwhile, on Fishman Island, Jinbe brought Tiger some new information.
“Boss Tai, you were right. Someone was indeed trying to gather information about you. But why did you suspect this?”
“Nothing much. I just learned a thing or two over there.”
