Arceus wasn’t planning to modify these fruits into Pokémon abilities. Instead, he intended to refine them slightly to ensure that consuming them would be no different from eating an ordinary Zoan-type Devil Fruit.

As Kaido said, this was a power meant for the low-ranking members. Giving ordinary abilities to those without any hope of becoming officers was enough.

This refinement wasn’t about eliminating the side effects—he had no intention of going through the meticulous process again like taking out the seeds of a dragon fruit. It’s merely about filling in the gaps, turning it into an ordinary devil fruit. For Arceus, this was like cutting an apple in half, hardly a challenging task.
