Shaymin has two forms: Land and Sky. While its consciousness stays the same regardless of the form, its personality varies quite a bit. Typically, Shaymin in its Land Forme is quite shy and easily frightened.
But when Shaymin shifts to Sky Forme, its personality becomes courageous and energetic.
The Shaymin by the Queen’s side has a relatively cheerful personality, and even among Land Forme Shaymin, it is quite a carefree individual, however it still has a shy side to it.
Earlier, rather than saying Shaymin didn’t accept Queen’s embrace, it was more like she was too embarrassed to reject him. This emotional nuance led Queen to misjudge.
But once she transformed into her Sky Forme, she learned how to say no.
