Once they had the dragons, they realized just how convenient aerial surveillance was. However, these surveillance ships couldn’t afford to be equipped with such expensive dragons—losing something which is the cost of three warships was too much.
Therefore, the Marines had requested Vegapunk to create some smaller, more affordable biological creatures to be used on warships for daily reconnaissance activities.
“This is Surveillance Ship 178. Latest intelligence: There appears to be a rebellion within the Beasts Pirates. Kaido of the Beasts is currently fighting his own subordinates.”
Of course, this kind of information would only lead headquarters to revise their records on the pirate crew, but it wouldn’t prompt any large-scale actions.
